A heads up on the upcoming District 4 Commission race (incidentally, I’m in District 1) regarding candidate John Heard.

Below is a link to a previous article in this forum which most certainly indicates the approaching reappearance of a very bad old political stench. Read carefully and you will smell the festering chunks headed toward your local ballot box. The likes of Bill McKinney, Butch Poss, Jodie Rosser (the daughter of JC White, the Bannister Buddy hiding behind the LLC in the Vietnamese Catholic Church waste transfer station scandal), and of course, the guy behind the curtain, Charles Bannister, all appear to be closely interconnected with Mr. Heard, and as such his candidacy should be treated with extreme alarm. Heard’s current campaign manager (Poss) soared to incredible lows during the last Bannister campaign (relating to his reign as the thus deposed leader of the United Gwinnett Community Alliance), and no doubt more of the same (in my opinion) scummy skullduggery is ahead. Hopefully it’s obvious that we don’t need another professional politician and Bannister Buddy in elected office – the ones we already have are proving to be more than capable of robbing us blind, among the overpriced land deals with old friends, a bevy of well justified lawsuits and just plain routine bungling. Heard would represent Bannister’s guaranteed third vote (along with his current sock puppet Lasseter), which was the goal of the aforementioned efforts of McKinney, Poss and Rosser, allowing Bannister free unfettered reign over Gwinnett. I’m quite certain that even a doorknob would be a better choice than yet another Bannister stooge, and a doorknob would definitely be capable of doing much less damage to the place that I call home. May God Almighty forgive me, but Kenerly is looking pretty darn good right now.

My apologies to John Heard – we crossed paths Saturday at the trash plan protest in Lawrenceville. He and his minions were clearly present to work toward winning the District 4 election whereas I was there for – well, the trash plan protest. Again, I am not in his District but have absolutely no doubt that he ain’t what we need in the soon to be vacant seat. Think Bannister’s guaranteed third vote and absolute freedom to do whatever he wishes.

It appears that the link noted in my original posting no longer exists, but luckily the article was still available via Google – see attached.

For clarification, my term “Bannister Buddy” may be summed up as shown below. Frankly, I do not care with whom any politician hangs out on weekends - the term is not meant to be literal, but the strenuous backpedaling I saw on the issue was entertaining. Apparently nobody but a lone developer at the gathering was willing to admit to ever having known Bannister.

A “Bannister Buddy” is:

Anyone that has a strong “good ‘ol boy politics as usual” history (in this case the same thin state legislative background as Bannister’s). Interesting – Heard lost to a Democrat and Bannister used to be one.

Anyone that surrounds himself with an exceptionally “bad crowd” that is in turn welded at their dark souls to Bannister – again, see the attached. I find it impossible to believe that old friends and associates of Bannister’s that are friends and associates of Heard’s – well, I’m pretty good at math. If the voters lie down with dogs, they will likely again awaken with fleas.

Green vs. Bannister; an update

Yesterday, I opined on an AJC article about the latest tiff between Commission
Chairman Charles Bannister and District 1 Commissioner Lorraine Green. I agreed
with Bannister’s comment that the county shouldn’t buy its way out of a lawsuit
over a rezoning denial by purchasing the subject property for a park, especially
if the parks and greenspace plan for the area doesn’t call for another tract.

Apparently, however, Green’s solution is exactly how this situation should be
resolved.

The property in question has frontage on both Satellite Blvd. and Beaver Ruin
Road. According to the Park and Recreation Department’s plan, additional
greenspace is sorely needed in this area.

The county’s legal staff has reportedly advised the Commission that the 2005
denial of a rezoning to a multi-family designation cannot be defended; the
county will lose in court if it goes that far. A consultant’s study concluded
that the propertly, currently owned by developer Wayne Mason, is suitable for a
300-unit apartment complex.

Moreover, Mason is willing to sell the property at the county’s appraised price.
Green reportedly convinced Mason to donate approximately 21 acres of floodplain;
additional land that is more than adequate for a passive park.

Bannister reportedly doesn’t want to do business with Mason, and he certainly
doesn’t want Green, his odds-on 2008 challenger, to get any credit for quashing
apartments and bringing more greenspace to District 1.

Add to that the fact that, in the first meeting of the 2007 Commission on
Tuesday, Green surprised Bannister with $6 million in cuts to his budget
proposal. Now you’ve got more than enough motivation for Bannister to engage in
a little underhanded political gamesmanship.

Because land purchases are first discussed in executive (closed) session,
Bannister needed an excuse to get his side of the story into the public domain.
I understand that Bannister has told others that the property is unbuildable and
has no road frontage at all, and that Green is trying to help a wealthy
developer dump a dog of a property. Maybe he will explain why the Parks and Rec
folks have reportedly endorsed the purchase if it is such an undesirable tract.

Within two hours of the end of the Tuesday Commission meeting, Bannister
received an email from community activist and unsuccessful 2006 District 4
Commission candidate Butch Poss. The email read, in part:

Some friends of mine have asked me to ask you about a potential land purchase by
the county…. This has to do with app. 30 acres off Satellite near the recycling
center. Supposedly we are considering purchasing this property for about
$150,000 per acre…. from what I am being told this property might be less
desirable than most due to partial wetlands and accessibility. Anyway, would you
mind giving me some details as well as your opinion as to the value of this
property and the benefits it may bring to our county? I would also certainly
appreciate input from other commissioners who have studied this case and would
like to respond.

Green’s comments to the AJC indicate that she considers the timing of the email
and some of the content evidence that Bannister had solicited Poss to send the
correspondence.

Why Butch Poss?

I suppose that Poss' email prompt to Bannister could have been a coincidence; or
else why would Poss act, as it now appears, as Bannister’s stooge? Why are
Bannister and Poss apparently kindred spirits on this issue?

The connection apparently goes back to last year’s election. Poss ran a grossly underfunded campaign against incumbent Kevin Kenerly. He was joined by a young
development attorney, Jodie Rosser. You may recall that Poss came in third in
the primary while Rosser faced Kenerly in a run-off. Rosser ultimately lost by a
fairly small margin, probably because of last-minute news articles detailing her
refusal to cooperate with the District Attorney’s Office in its investigation
into the infamous “Kenerly Las Vegas gambling video” and the campaign literature
sent anonymously to District 4 voters. Campaign consultant Bill McKinney was
indicted on multiple violations of Georgia’s campaign finance law.

Bill McKinney is a decades-long friend and business associate of Chairman
Bannister. Evidence indicates that McKinney not only (allegedly) conducted the
illegal smear campaign against Kenerly but also secretly ran Rosser’s campaign.
In addition, McKinney’s girlfriend was paid thousands for public relations and
writing services.

Just days after his primary loss, Poss received $1,500 contributions from
Bannister and State Representative John Heard. Both Bannister and Heard are
friends and candidate clients of McKinney. The money represented a fifth of
Poss’ total contributions and helped him retire his campaign debt.

A few days later, Poss endorsed Rosser, McKinney’s secret client and Bannister’s
only hope to defeat Kenerly, who more often than not sides with Beaudreau and
Green on contested Commission votes.

As an apparent Bannister ally, it is reasonable (and extremely disappointing for
me) to conclude that Poss was complicit in Bannister’s surreptitious attempt to
cast Green’s support of the greenspace purchase in a bad light.

Politics in Gwinnett…. it’s going to be an exciting two-year run-up to the 2008
Chairman’s election.

The way this was done really royally stunk - if Bill McKinney weren’t allied with Heard I’d suspect him of it (sure is his style). Then again, one might wonder what other Bannister favorites might be lurking in the candidate field for District 4 (thus making Heard a sacrificial target). Then again again, if Heard knew this information was locatable in public records, what better way than to pose as a helpless victim? In any case, this mess is quickly stinking up Gwinnett.....

Ooooops, sorry, almost forgot: Hey, Butch, when you go to visit Bannister during the get-together mentioned in the GDP, please ask him the question he shirked at the rally Saturday - into what account will the 18 month advance fees collected go? If it's in a well defined escrow account, GREAT! If it's into the general fund, BIG PROBLEM! The latter could be spent for just about anything, including biding time for the current known revenue shortfall until after the next (potential) "guaranteed third BOC vote" election is over - tax increase, anyone?

Vigilance is the word, and amen, bro – wish you’d have been at the event such that we could have crossed paths, but apparently your more focused realities beat out the media circus that ensued at the event last Saturday. I have no clue about you, but I admire your non-incumbent, endorsed by no one and “non-suspicious” (thus far) outsider position.

Good to hear that you’re back up to snuff on-line. Interestingly, last Saturday I spoke with a fellow techno-person regarding the Bannister recall website that provided some curious insights regarding my observations that the site had been “hacked” (there appears to be a preponderance of evidence regarding his claims) – please contact him directly regarding his findings. Ever so coincidentally my issues have resembled his in several ongoing ways - sorry to be so vague, but let’s just say that this efforts look to be incredibly important to the Bannister Buddy Bucks Bunch, and a few are aware that perhaps someone has finally been met and trumped by their matches – we shall see.

I'll pray for you, hopefully you'll reciprocate.

“Candidate got tax break he wasn't entitled to” So let me get this straight. The school portion of my property taxes accounts for 67% of my tax bill. So one year you are paying say 3,000 dollars in property tax and next year it drops to 990.00 and you don’t notice it? I just don’t get it. What other tricks is he pulling that we don’t know about?

Regarding this "fat finger error" on Mr. Heard's tax exemptions: I was nearing the age where I thought I might qualify for additional exemptions (My current property tax bill shows my line by line exemptions as Homestead and value offset).
I called the Tax commissioner's office, got a real person on the line and he explained that at 62 there is an additional small exemption that would net about $100 reduction but would require filling out forms and presenting last year's federal and state tax returns. I didn't qualify or though it was worth the trouble anyway. However, the school tax exemption that is available to tax payers who reach 65, is substantial. To qualify you must fill out a detailed exemption request form and present the federal and state tax returns. Something about this being an administrative error doesn't ring true. AND, if a person who wants to be a commissioner with impact on our property taxes can't even read his own line by line exemptions......well, you take it from there.

Heard and his minions are attempting to control every aspect of Gwinnett Politics. He will do anything he has to in order to win a seat on the board of commissioners and plans to replace Bannister in 2012 in order to preserve their control. Heard has also hand picked Valerie Clark to run for his old state house seat, hoping to have his hands in both the board of commissioners and the state house. We have to stop these corrupt politicians. Vote for Tim Sullivan for commissioner, Timothy Swiney for State Representative, and support the Bannister recall effort. Bannister, Heard, and Clark need to be stopped now.

District 4 didn’t let us down – no big surprise thus far, given their track record. Some great news, however, is that John Oxenslime, another major player in the Bannister Bunch, has been knocked out of the race. The Ox gored himself from the same cloth as the Bannister / Heard crowd over his arrogant and ethics-free history. The old state-connected power base will likely take a huge hit with this loss, and Heard desperately needs to fall next. Runoff voters need to be fully aware that Heard perfectly represents the Bannister Buddy Bunch status quo. From the looks of the numbers, the next batter up is well within home run distance.

Just got this from Mike - we'll be working as Poll Officials tomorrow and have already voted - up to y'all now!


Friends, as you know, with the exception of my quarterly newsletter, I rarely send out emails to folks asking for their help.



I believe tomorrow’s election is a special and unique opportunity to elect two candidates who will be instrumental in turning our State and County around.



Karen Handel is the choice for our Governor as her work history is filled with unique public, private, and non-profit sector experience. This experience, along with her clean ethical record will be very useful in forming the critical mass necessary to move our state forward. Difficult decisions are here and on the immediate horizon as well and will require a bold reformer like Karen Handel. I don’t believe we need a Democratic or Republican career politician as our Governor as unique challenges require unique character traits. Karen Handel has those qualities.



For those of you that live in the fourth County Commission District held by Kevin Kenerly, you have a great opportunity to select a community leader to be your Commissioner. Tim Sullivan’s community work is widely known and well respected. But, as a new prospective public servant, he has some bold ideas to reform our public hearing process, and other outreach efforts to the public. Also, his Executive experience as an Information Technology leader gives him hands-on experience in making the difficult financial decisions to balance our $1.4 Billon budget. We don’t need four more years of Charles Bannister and that is what a vote for Tim’s opponent would be.



We have a historic opportunity to move our state and county forward. Thank you for your time and consideration.

Let's not forget the reputation Heard has earned from those who follow issues closely that he is as two-faced as they come. He loves to tell you what you want to hear and then goes and does something else. A great example of actions speak louder than words.

Who knows what lies he told Hunter, Cagle and Silver to get their endorsements. I'll guess it starts with he'll accomplish what those candidates weanted to do. Little did they know how heard really works. On top of the lies I'll bet he promised appointments to county boards as well.

We can only hope district four voters are attuned to the issues and show up on Tuesday to vote if they haven't already.
